En ese sentido, es evidente que si quienes recibieron la votación en las indicadas casillas son de
las personas que fueron insaculadas, capacitadas y designadas por el Consejo Distrital, con
independencia que en algunos casos no se hiciera el corrimiento de cargos previsto en la ley,
dichos lugares fueron ocupados por las personas autorizadas por dicha autoridad, por lo que la
recepción de sufragios se considera válida y, por tanto, no procede la nulidad pretendida por el
PAN.
Si bien en la casilla 421 B1 fungió como primera escrutadora la ciudadana Karla Alejandra
Gallegos Lucio, quien no fue designada como funcionaria en dicha casilla, tal circunstancia no
puede implicar la nulidad de la votación recibida, puesto que dicha persona fue designada como
segunda suplente en la casilla 421 C1,79 es decir, en un centro de votación perteneciente a la
