The case originated in an application (no. 58278/00) against the Republic of Latvia lodged with the Court under Article 34 of the Convention for the Protection of Human Rights and Fundamental Freedoms (“the Convention”) by a Latvian national, Ms Tatjana Ždanoka (“the applicant”), on 20 January 2000. 2. The applicant was represented by Mr W. Bowring, a lawyer practising in Colchester, United Kingdom. The Latvian Government (“the Government”) were represented by their Agent, Ms I. Reine, of the Ministry of Foreign Affairs. 3. The applicant alleged, in particular, that her disqualification from standing for election to the Latvian parliament and to municipal elections infringed her rights as guaranteed by Article 3 of Protocol No. 1 and Articles 10 and 11 of the Convention. 4. The application was assigned to the Second Section of the Court (Rule 52 § 1 of the Rules of Court).
