The accession of the Syrian Arab Republic to these two Covenants shall in no way signify recognition of Israel or en try into a relationship with it regarding any matter regulated by the said two Covenants. 2. The Syrian Arab Republic con siders that paragraph 1 of article 26 of the Covenant on Economic, Social and Cul tural Rights' and paragraph 1 of arti cle 48 of the Covenant on Civil and Political Rights are incompatible with the purposes and objectives of the said Covenants, inasmuch as they do not al low all States, without distinction or discrimination, the opportunity to be come parties to the said Covenants. « 1.
