Tracy Campbell specializes in 20th century United States political
and social history. He has written three books: The Politics of Despair: Power
and Resistance in the Tobacco Wars (Kentucky, 1993); Short of the Glory: The
Fall and Redemption of Edward F. Prichard, Jr (Kentucky, 1998), which was
nominated for a Pulitzer Prize; and Deliver the Vote: A History of Election
Fraud, an American Political Tradition, 1742–2004 (Basic Books, 2006).
He has lectured widely on issues of election integrity and political history,
and has written a fourth grade history text on Kentucky. In 2008, he served
as George McGovern Visiting Professor of Public Leadership at Dakota
Wesleyan University. In addition to serving as Director of Undergraduate
Studies in the History Department at the University of Kentucky, USA, he is
Co-Director of the Wendell H. Ford Public Policy Research Center.
Avery Davis-Roberts joined The Carter Center in 2003 and is a Senior
Program Associate in the Democracy Program. She currently manages the
Center’s Democratic Election Standards Project, which seeks to develop
the criteria by which observers assess a democratic process. In addition, she
manages the Center’s work on methodologies for observing electronic voting
technology. She has worked in Carter Center election observation missions in
Asia, Africa, South America and the Middle East. Before joining the Center,
Avery worked as a research consultant in London. She gained a joint honours
degree in Arabic and law in 2001 and a master of laws degree (LL.M) in
international human rights law, both from the School of Oriental and African
Studies at the University of London, UK.
Zoran Dokovic works as Migration/Freedom of Movement Adviser in the
OSCE Office for Democratic Institutions and Human Rights (ODIHR)
assisting OSCE participating states in implementing OSCE commitments
on freedom of movement through reform of the population registration
system. Previously, Mr Dokovic worked in the Election Department of the
OSCE Mission to Bosnia and Herzegovina and eventually joined the Central
Election Commission of Bosnia and Herzegovina, first as Head of Voter
Registration and later as Secretary General of the Commission. He also took
part in a number of the ODIHR election observation missions in Eastern
Europe and Central Asia.
Andrew Ellis is Director of International IDEA’s Asia Pacific Programme,
having previously been the Director of Operations and head of the Electoral
Processes Programme at the Institute. From 1999 to 2003 he acted as Senior
Adviser for the National Democratic Institute (NDI) in Indonesia, working
on constitutional reform, and electoral process and decentralization issues.
He is the co-author of International IDEA’s Electoral System Design: The New
International IDEA Handbook (2005) and Electoral Management Design:
The International IDEA Handbook (2006) as well as Direct Democracy: The
International IDEA Handbook (2008). He has written numerous papers on
