Campaigning, accompanied by unbranded goods, works and services to voters is an administrative liability (Article 212-10 of the Code of Administrative Offenses). Campaigning in the same way with the same resources to enterprises, institutions and organizations (legal entities) is a criminal liability (Part 3 of Article 160 of the Criminal Code). A person who campaigned by distributing goods containing visual images with the name, symbols and flag of the political party is not subject to liability, provided that the value of such goods does not exceed UAH 125.19 (three percent of the Ukrainian monthly minimum wage – 3*4173/100=125.19). Examples of these goods are printed materials, T-shirts, caps, packages and writing pens displaying the name of the candidate or the political party’s logo. 45
