ELECTIONS OF MEMBERS OF PARLIAMENT OF UKRAINE, 2019 Refusal to Issue a Ballot to a Voter Not every action by or omission of the commission regarding non-issuance of a ballot to a voter is a violation. To receive a ballot, a voter must be included in the voter list and present the necessary documents. Documents required from a citizen to receive a ballot in Ukraine are as follows (presenting one of these is acceptable): passport of a citizen of Ukraine, military identification (for conscripts), temporary identity card of a Ukrainian citizen (part 3 of Article 2 of the Law). A ballot paper is issued only to voters included in the voter list at the polling station. Changes to the voter list shall be made by a decision of the State Register of Voters’ administrator or by a court decision. On election day, the PEC Chair, Deputy Chair or Secretary corrects inaccuracies and technical omissions in the updated voter list – such as misspellings of surnames and first names and errors associated with dates of birth and house and apartment numbers – if, despite such inaccuracies and omissions, it is clear the voter list precisely identifies the citizen who arrived at the polling station to vote. A correction shall be certified by signature of the PEC Chair or Deputy Chair or Secretary in the “Notes” column.   48
