Note
The right of participation of authorized agents and political party representatives, election observers and media
representatives in observing voting procedures on election day is guaranteed by the following:

The right to be present at the PEC preparatory meeting which must begin no earlier than 07:15 (part 3 of
Article 84 of the Law);
–
The right to be present at the PEC meeting during vote counting at the polling station.
An official observer has the right to arrive and be admitted to the PEC preparatory meeting after 07:15 as well
as to the final meeting after 20:00. The law does not limit the right to attend only to persons present ahead of
the start of the meeting.
The election law does not require authorized agents, official observers and the media from leaving to leave the
preparatory or final vote-counting sessions.
Part 12 of Article 85 of the Law stipulates that after the last voter leaves the polling station, the premises are
closed and only members of the PEC and persons who have the right to be present in the PEC can stay. This
provision applies only to voters; it does not apply to authorized agents, political party representatives, official
observers and media representatives. These authorized persons may enter the premises where vote counting
is taking place after it begins and leave the PEC premises before the counting ends.
