Media representatives are guaranteed unimpeded access to all public election-related events, including PEC election day meetings. Media are limited to two representatives from one media organization. Election commissions and state officials are obliged, within their powers and competencies, to provide media representatives with necessary information on preparation and conduct of elections (part 4 of Article 13 of the Law). Seizure of collected, processed and prepared materials by a journalist or technical equipment used in connection with his or her professional activity; denial of legitimate information to a journalist; a criticism ban of an election commissioner or state official by a journalist; intentional obstruction of a journalist’s legitimate professional activity; and, influence in any form on a journalist to prevent him or her from performing his or her professional duties or harassment of a journalist in connection with his or her lawful professional activity is illegal (Article 171 of the Criminal Code). 53
