ELECTIONS OF MEMBERS OF PARLIAMENT OF UKRAINE, 2019 Election Document Transportation from PECs to DECs PEC Transportation to DEC: – Special packages with polling station vote counting minutes; – Package with unused ballots (separate ballots for single-mandate and multi-mandate constituencies); – Package with control slips (separate for single-mandate and multi-mandate constituencies); – Package with voter lists; – Separate ballot packages for each candidate as well as invalid ballots, ballot packages for each political party list and invalid ballots for a multi-member constituency; – Package with other items; – Package with dissenting opinions of election commission members and acts, statements, complaints and decisions of the PEC. Transportation is administered immediately at the end of the commission’s votecounting meeting with no break or waiting before dispatch is allowed. Typical cases of transportation procedure violations: – Torn packages with election documentation opened or transported on the way to the DEC; – Third parties in the vehicle (a member of the commission not authorized by the commission, the village head, the head of the district state administration, representatives of a candidate’s headquarters); 55
