ELECTIONS OF MEMBERS OF PARLIAMENT OF UKRAINE, 2019 – The car stops on the way from the PEC to the DEC (near premises of the local council, district state administration (DSA), election headquarters, enterprises, institutions, organizations; – First and second copies of the minutes are not sealed in a special package; – The chair of the commission carries the seal of the precinct election commission. Note Deliberate unsealing of packages is preparation for election document forgery and entry of knowingly unreliable information in the vote counting minutes is illegal (parts 2, 3 of Article 158 of the Criminal Code). Illegal instruction by an official is abuse of power aimed to influence members of the commission and violate the transportation procedure. It constitutes obstruction to the exercise of the right to vote (part 4 of Article 157 of the Criminal Code). Packages with vote counting minutes, ballots and other documents shall be delivered to DECs immediately after the commission meeting’s conclusion (part 12 of Article 91 of the Law). Under protection of police officers, documents are transported by the PEC Chair or Deputy Chair and two PEC members, representatives of other two parties, candidates, who received the most votes at the polling station in the national constituency and in the single-member. No other person may accompany the documents except for PEC members, candidates, authorized agents political party representatives and official observers. Unsealing packages with ballots and other documentation during transportation is not allowed. 56
