ELECTIONS OF MEMBERS OF PARLIAMENT OF UKRAINE, 2019 Employees of the National Police of Ukraine will be involved in the following activities: 1) Transportation of ballots from DECs to PECs; 2) Ensure protection of ballots in PEC premises until election day; 3) Ensure public order during voting at polling stations; 4) Protect election documentation during its transportation by PEC members to DECs after vote counting at the polling station. Transfer of Ballots from DECs to PECs The Precinct Election Commission receives ballots at a DEC meeting no earlier than three days, but no later than 24 hours, before election day. Ballots are received by at least three PEC members authorized by PEC decision. PEC members transport ballots received from DECs to the PEC premises accompanied by a police officer in charge of security. Please note that PECs do not have the right to move ballots to another room. Ballots should be kept only in a safe storage box, or cabinet, in the PEC room. After arrival of PEC members from DECs, ballots are accepted immediately at a meeting of the election commission. Upon receiving the ballots, they are stored in the PEC premises in a closed safe storage box, or metal cabinet. This metal cabinet or safe storage box is sealed with a tape bearing signatures of all attendees of the commission meeting and the commission’s seal. Until the day of voting, the safe storage box or closet remains under constant protection of a police officer. 9
