Violation of an International Treaty

Description: Incal was a leader of the People’s Labour Party (“HEP”). In 1992, the HEP announced its plan to distribute leaflets with criticisms of the municipal authority. The National Security Court ordered the confiscation of the leaflets and ordered criminal charges against Incal. The court determined that there was a violation of Article 10 and Article 6.
