It too, prayed for the dismissal of the petition with costs.
The petition and the answers were accompanied by many affidavits. Some of
the deponents were cross-examined at the trial.
The following were the issues framed for the lower court’s determination:
1. Whether the 1st respondent was at the time of his nomination and
election possessed of the minimum academic qualifications for
election as a Member of Parliament.
2. Whether the 1st respondent by himself or his agents committed any

illegal practices.
3. Whether or not there was non-compliance with the electoral laws in
the elections for Jinja Municipality East.
4. If so, whether the non-compliance affected the results in a substantial
manner.
5. Remedies available.
The learned trial judge answered all the issues in the negative and dismissed the
petition and ordered each party to meet its costs- hence this appeal and crossappeal.
