(a) in any civil proceedings where, in the opinion of the Court of Appeal, the question is one that by reason of its great general or public importance or otherwise, ought to be submitted to the Court; and (b) in such other cases as may be prescribed by any law. 8. Subject to section 7, an appeal shall lie to the Court with the special leave of the Court from any decision of the Court of Appeal from any civil or criminal matter.
