The Report prepared on Cases Nos. 9768, 9780, and 9828 of Mexico approved provisionally at its session No. 1045 at its 76th Regular Meeting on September 29, 1989; 2. The observations of this Report of the Government of Mexico; WHEREAS: 1. The Inter-American Commission on Human Rights considered the Report mentioned in point number 1 above, as well as the observations of the Government of Mexico. THE INTER-AMERICAN COMMISSION ON HUMAN RIGHTS, RESOLVES: 1. To approve the Report on Cases No. 9768, 9780, and 9828 as attached. 2. To publish the Report in its Annual Report to the General Assembly of the Organization of American States in accordance with Article 41.g of the American Convention on Human Rights. FINAL REPORT ON CASES 9768, 9780, AND 9828 OF MEXICO 1. INTRODUCTION 1. The Inter-American Commission on Human Rights has had under consideration three cases regarding the July 7, 1985, electoral process to elect deputies in the State of Chihuahua (case 9768), the July 6, 1986, municipal elections in the capital of the State of Durango (case 9780), and the July 6, 1986, elections for governor of the state of Chihuahua. The petitioners in all three cases belong to the National Action Party (PAN), and they allege that irregularities were committed by members of the Institutional Revolutionary Party (PRI), the party in power in Mexico. 2. There are allegations of various de facto irregularities in the years in question, both during the vote recount and in the preceding period. It is also alleged that, during the subsequent stage, the complaints of irregularities were dismissed by the electoral bodies because these were controlled by the PRI and therefore lacked the impartiality and independence that should characterize the electoral bodies responsible fore ruling on such cidh.org/annualrep/89.90eng/Mexico9768.htm 1/17
