ELECTIONS OF MEMBERS OF PARLIAMENT OF UKRAINE, 2019 Violations and response of a police officer Typical violations of the ballot transportation procedure which should be reported to the operative officer on duty: 1) Manufacturer’s package is torn or damaged; 2) Other persons in the vehicle, except for the driver, members of the commission and a police officer. For example, a commission member not authorized by the commission, the village chair; the head of the district state administration and representatives of the candidates’ headquarters; 3) The vehicle makes a stop on the way from the DEC to the PEC; 4) The vehicle is changed. The Law of Ukraine “On Elections of Members of Parliament” establishes clear requirements for the process of receiving and transporting ballots from DECs to PECs (Parts three to twelve of Article 82 of the Law). The DEC, on Thursday and Friday before election day, transfers ballots in the manufacturer’s packaging to three PEC members at their meeting. Commission members must carry the commission member’s certificate and the commission’s decision authorizing them to transport the ballots. 17
