ELECTIONS OF MEMBERS OF PARLIAMENT OF UKRAINE, 2019 At parliamentary elections, a voter is issued two ballots: One ballot in a multi-member constituency (for a list of political parties) and one ballot (for a candidate in a single-member constituency). WARNING! Voters who have had their temporary polling station changed without also changing their electoral address are entitled to receive only a ballot for a multi-member constituency that designates political party lists. Please note that voters who have changed their place of voting within their permanent constituency receive two ballots. Persons who have changed their place of voting are registered by authorities in the voter lists with a separate note, usually at the end of the list. Members of the commission ensure issuance of ballots in pairs: One works with the voter list and, after the voter presents their identity document, looks for the voter on the list; a separate commissioner enters the voter’s name and initials, signs and enumerates in a specially-designated space on the ballot where the voter is included on the voter list at the polling station. That commissioner then issues the ballot control slip. A voter confirms the ballot receipt by putting their signature on the voter list and on a designated space on the ballot control slip. The PEC member then issues the ballot to the voter. The commission member who issued the ballot will keep the ballot control slip. It is not allowed to make other marks on the ballots. Illegal issuance of a ballot is recorded by marks in the voter list and in the ballot control slip – preservation of which must be ensured until arrival of the operative task force.   28
