ELECTIONS OF MEMBERS OF PARLIAMENT OF UKRAINE, 2019 Violation of Polling Station Vote-counting Procedures Polling station vote counting minutes shall be drawn up by the precinct election commission. Copies of the minutes will not exceed the number of the PEC members by four. All copies of the minutes are numbered and have the same legal force (part 4 of Article 91 of the Law). Candidates’ authorized agents, official observers and political party representatives present at the polling station’s vote counting shall immediately receive copies of the minutes, certified by the PEC Chair and Secretary and sealed by the commission. The statement for issuance of copies of the minutes shall be drawn up, indicating the list of persons who receive copies, an individual copy’s numbers, date and time of receipt of these copies and signatures. The statement is signed by the PEC Chair and Secretary and packed together with the first and second copies of the minutes, which is then transported to the DEC. Failure to provide a copy of the minutes is an administrative offense, the liability for which is provided by Article 212-17 of the Code of Ukraine on Administrative Offenses. The police officer is not authorized to draw up a report under Article 212-17 of the Code of Administrative Offenses. 38
