(2) Candidate-presenting political parties
Despite (1), candidate-presenting political parties may use a car or a
boat and a set of loud speakers in each prefecture which includes the
constituency where the presented candidate stands, and if the
number of the presented candidates by this political party in the given
prefecture exceeds three, for every 10 candidates exceeding 3, in
addition to the above, another car or a boat and a set of loud
speakers are allowed (Law, Art.141, para.2). There is no limitation on
the number of persons on the car or boat, nor the kind or structure of
the car. It is understood that he candidate himself may be in the car
or boat.
3) Distribution of documents and prints
(1) Candidates
Concerning documents and prints used for the election campaign,
candidates may not distribute more than 35,000 normal post cards,
and no more than 70.000 handouts of no more than two varieties
(Art.142, para.1. subpara.1). The above handouts may not exceed 29.7
centimetres in length and 21 centimetres in width (ibid., para.9).
(2) Candidate-presenting political parties
Despite (1), candidate-presenting political parties may distribute
normal postcards and handouts, 20,000 and 40,000 respectively,
multiplied by the number of candidates presented by this political
party in each prefecture which includes the constituency where the
presented candidate stands. However, concerning the handouts, only
up to 40,000 can be distributed in each constituency in which the
candidate stands (Law Art.142, para.2). The handout may not exceed
42 centimetres in length and 29.7 centimetres in width (ibid., para.9).
It is understood that in the above postcards and handouts, the name,
photograph, and political views of the candidate can be printed. .
4) Billing of documents and prints
(1) Candidates
No documents or prints can be billed other than the following (Law
Art.143, para.1):
(i) Posters, placards, lanterns, and signboards for the purpose of
indicating the campaign office, used on site (ibid., subpara.1);
(ii) Posters, placards, lanterns, and signboards attached to the car or
boat used for the election campaign in accordance with the Law
Art.141 (ibid., subpara.2);
(iii) A waistband or armband used by the candidate (ibid., subpara.3);
(iv) Posters, placards, lanterns, and signboards used during the
election meeting in the meeting place (ibid., subpara.4);
(v) Posters announcing the personal election meeting for candidates
(ibid., subpara.4-2);
(vi) Posters used for the election campaign other than the above
(ibid., subpara.5).
There is a numerical limit to the posters as referred to in (v) and (vi);
in the joint site for billing, the number is limited to one per candidate
(Law Art.143, para.3). The posters in (vi) may not exceed 42
centimetres in length and 30 centimetres in width (Law Art.144,
para.4).
(2) Candidate-presenting political parties
Candidate-presenting political parties may put up documents and
prints referred to in 1) (i), (ii), (iv), and (vi), but concerning posters in
(vi), there is a numerical limit; this is the number of candidates
presented by a Candidate-presenting political party in the prefecture
which covers the constituency in which the candidate stands,
multiplied by 1,000 (however, in each constituency in which its
candidate stands, the maximum is 1,000) (Law Art.144, para.1,
subpara.1). The poster which the Candidate-presenting political
parties may use as referred to in (vi) may not exceed 85 centimetres
in length and 60 centimetres in width (ibid., para.4).
It is understood that the poster may include the name and the
photograph of the presented candidate.
5) Newspaper Advertisement
(1) Candidates
Candidates may place an advertisement of a size of 9.6 centimetres in
width and 2 columns in length in relation to the election in one paper
five times during the election campaign (Art.149, para.1, Rules Art.19,
para.1).
