Dear Colleagues, During the 2019 Presidential Election in Ukraine, for the first time we ensured the proper level of security and legality for the election campaign in a democratic country. We convincingly proved that we have the strength and capacity to do so. We received acclaim from election campaign participants, the international community and, most importantly, Ukrainian society. I thank everyone who worked hard to ensure fair and legitimate elections. During early parliamentary elections, we stand for equal rights and security for everyone without preference for any candidate. The National Police of Ukraine are beyond politics and on the side of the law. Our task is to protect public safety of citizens and election legitimacy. Parliamentary elections have their own specifics and differ from the presidential election campaign. A wider range of participants and more diverse campaigning strategies require keen attention from law enforcement. Every police officer must be professional and determined and their responsible and lawful decisions rely on cooperation with the Central Election Commission and the public. I thank Civic Network OPORA for this manual which will be useful when the National Police responds on Election Day. We have the experience, strength and understanding to ensure legitimate election procedures.
