Dear National Police Officers, Elections and referenda are the process through which the Ukrainian people exercise their sovereign right of direct participation in state governance and elect fellow citizens to state offices. Exercise of the constitutional right to elect and be elected requires organizational and material effort of all state power bodies and local self-government.
