The State is responsible for the violation of Article 8(1) in relation to Article 23(1)(c) and Article 1(1) of the American Convention, based on the arbitrary harm to the permanence in the exercise of the judicial function and the consequent harm to judicial independence and the guarantee of impartiality, to the detriment of the eight victims in this case, in the terms of paragraphs 188 to 222 of this Judgment. 4.
