Transportation of Election Documents from PECs to DECs The PEC transports ballots and the vote counting minutes immediately after the commission’s final meeting, and police protect election documentation during transportation to the DEC. If election documentation packages are damaged, this constitutes grounds for a vote recount and may also indicate elements of a crime under Article 158 of the Criminal Code of Ukraine (falsification of election documents). Election documents during such transportation cannot be delivered anywhere else other than to DEC premises. The packaged PEC election documents – ballots and minutes – must be transferred only at DEC meetings. Based on the review of the documents, the DEC may instruct the PEC to consider amending the vote counting minutes without recounting the ballots (drafting of vote counting minutes at the polling station marked “Corrected”). 11
