ELECTIONS OF MEMBERS OF PARLIAMENT OF UKRAINE, 2019 Changes to the minutes should be made at the PEC meeting while ballots are secured in the DEC premises. Amending the PEC vote counting minutes without holding a PEC meeting constitutes a crime under Part 2 of Article 158 of the Criminal Code of Ukraine (falsification of election documents). Vote counting minutes marked “Corrected” and sealed in a package is transported and handed over to the DEC under guard by police officers according to the same rules which govern election documentation transportation to the DEC. PEC Documents at DEC meetings Upon arrival at DEC premises, the police officer stays with commission members until the DEC accepts the PEC documentation. The police officer is obliged to respond to attempts by PEC members to amend the counting minutes or other documentation at or near the DEC premises. Police officers are not allowed to conceal PEC members making illegal changes to the minutes without organizing a commission meeting. 12
